INTRODUCTION
Texas Statues, including Chapter 252 of the Local Government Code, govern the City of Leander’s purchasing policies and procedures. Texas courts’ interpretations of those codes are the ultimate authority on the validity of purchasing procedures.
The Purchasing Agent supports the City of Leander's administrative staff in accomplishing the goals and directives established by the City Council and the City Manager. The Purchasing Agent is responsible for assuring fair and equitable treatment to all vendors without regard to political pressure.

VENDOR REGISTRATION AND BID SOLICITATION
Effective September 1, 2011 the City of Leander will be joining the cities of Cedar Park, Hutto, Pflugerville and Taylor in addition to Georgetown ISD and Pflugerville ISD in transitioning to the Texas Bid System, a web-based vendor registration and bid solicitation database. The Texas Bid System will provide vendors with a convenient online access to bid information for the above entities and any other Texas government entity that is currently using the Texas Bid System to post solicitations.
Interested vendors can access the registration site at www.texasbidsystem.com and use the VENDOR REGISTRATION link and follow the step-by-step instructions. You may register at any time – you do not need to wait until September 1. If your company is currently registered on the Texas Bid System, it is not necessary to register again.
There is no cost to register as a vendor; but there is an optional value-added service available for only $49.99 per year. This option provides automatic email notification of new bids from all governmental entities on the Texas Bid System

CONFLICT OF INTEREST DISCLOSURE
Amendments to Chapter 176 of the Texas Local Government Code require a person or agent of a person who contracts or seeks to contract for the sale or purchase of property, goods, or services with a local governmental entity to submit a Conflict of Interest Questionnaire to the appropriate records administrator of the City not later than the seventh business day after the date the person begins contract discussions or negotiations with the local governmental entity, or submits to the local governmental entity an application, response to a request for proposals or bids, correspondence, or another writing related to a potential agreement with the local governmental entity. This legislation is subject to change and each vendor should consult their own attorney regarding the current law. This statement is provided for information purposes only and submission of a completed Conflict of Interest Questionnaire is not a required element of the bid response.
The questionnaires require disclosures describing certain business and gift giving relationships, if any; the filers may have with council members and the city manager.
The new law applies to:
- businesses and individuals who contract with the City,
- businesses and individuals who seek to contract with the City, (regardless of whether a bidder is awarded the contract), and
- agents who represent such businesses in their business dealings with the City.
