Composite Zoning Ordinance
The Composite Zoning Ordinance establishes development standards for property within Leander city limits, excluding the Transit Oriented Development (TOD) district.
The ordinance includes site development standards for all of the zoning districts in Leander, each of which is comprised of three components:
- General use
- Site standards
- Architectural standards
The ordinance is designed to be contextually adaptive, form integrated, and administratively flexible. It also provides guidelines for special use permits.

This ordinance updates our zoning ordinance and building codes by adopting landscaping and screening requirements to conserve water. It provides recommended plants, the minimum percentage of areas to be landscaped, soil depth requirements for residential and non-residential, home builder options, and irrigation requirements.
